How does PAX use CPI?
Whenever a transmission is made, PAX is incinerated by the cpi% of the month. For example, if you send 100 PAX in the month when the cpi is announced as 3%, it is incinerated by 3 PAX. Naturally, it is incinerated from other distributions, not from the PAX you send.
